Dr. Garrett O’Connor is an internationally recognized expert in the clinical assessment of fitness-for-duty in safety sensitive personnel. He has extensive clinical experience in corporate risk and liability arising from workplace addiction, crisis intervention, and disaster response strategies. In this latter capacity, he was the principal expert witness for the plaintiffs in the Exxon Valdez trial. Dr. O’ Connor is certified in General and Addiction Psychiatry by the American Board of Psychiatry and Neurology, and in Addiction Medicine by the American Society of Addiction Medicine. After completing his internship and residency in Psychiatry at the Johns Hopkins Hospital in Baltimore, he founded and served as Psychiatrist-in-Charge of the Psychiatric Emergency Service until 1969, when he was appointed Associate Professor of Psychiatry and Director of the Johns Hopkins Drug Abuse Center. In 1972, he moved to Los Angeles to take up dual appointments as Associate Professor of Psychiatry at UCLA, and Associate Chief of Staff for Education at the Brentwood Veterans Administration Hospital. Dr. O’Connor was also Director of the West Los Angeles Veterans Administration Drug Abuse Center from 1972 through 1975. Dr. O’Connor served as Medical Director of the Professional Recovery Center at the Betty Ford Center, and then as CEO/Medical Director of the Betty Ford Center. He is a mentor for most of the experts currently working in the field today.
